This program will discuss the quality systems in place in forensic labs, including lab accreditation, analyst certification, and proficiency testing, as well as the limitations of these systems. Dr. Stout leads the Houston Forensic Science Center, which is known nationally as a leading forensic lab in quality, transparency, and independence. He will discuss several of the measures that his lab has implemented to ensure quality, including blind proficiency testing. He will also explain the systems in place in forensic labs to identify, investigate, and document any unexpected results or quality issues that may arise.
Having an understanding of quality systems within forensic labs and how to access that information can help attorneys to identify potential issues in their cases. Jake Minick will offer practical advice about how this information can be used at trial in order to achieve the best possible outcome for clients.

This program is part of the 2022 IDS Forensic Science Education Series. The webinars will be presented monthly and are free to attend. Presenters:
Peter Stout, Ph.D.
Dr. Peter Stout, Houston Forensic Science Center’s (HFSC) CEO and president, initially joined the agency in 2015 as its chief operating officer and vice president. He has more than 15 years of experience in forensic science and forensic toxicology. Prior to joining HFSC, Dr. Stout worked as a senior research forensic scientist and director of operations in the Center for Forensic Sciences at RTI International in NC. During his time in NC, Dr. Stout served on the NC Forensic Science Advisory Board. Dr. Stout also has served as president of the Society of Forensic Toxicologists (SOFT). He represented SOFT in the Consortium of Forensic Science Organizations and has participated in national policy debates on the future of forensic sciences in the United States. Dr. Stout has a doctorate in toxicology from the University of Colorado Health Sciences Center in Denver. Dr. Stout also served as an officer in the U.S. Navy Medical Service Corps.
James “Jake” Minick, J.D.
Jake was raised in Waynesville and has always called the mountains of North Carolina home. Jake works relentlessly to hold officers accountable in their DWI investigation process. In his cases, Jake reviews all the potential consequences, criminal, driving and otherwise, and comes up with a comprehensive game plan for obtaining the best possible outcome for his clients. Jake graduated Magna Cum Laude from the Charlotte School of Law in 2009. He is dedicated to improving the practice of criminal defense and provides many hours of free continuing education to attorneys as the host of the NC DWI Guy Podcast.
